It's a dilemma; you've clearly chosen what you hope are policies good for the people; what do you do if a significant proportion of 'the people' don't want to do what you think is good for them? "Dissolve the people and elect another"? Encourage immigrants whom you hope will support your views and eventually outvote the people who don't like your policies? Wait for better days? Enact these changes and policies and hope to both outlast your opponents, a form of "Take up the (progressive)white man's burden/Send forth the best ye breed", sort of a domestic missionary uplift? No easy choices.
